Tooling Service
Plugin registry, tool catalog, execution context builder, and shared sources
Overview
The Tooling service provides a plugin and tool runtime for function-calling and tool execution. It follows the Overview = Workspace pattern: a single-page workspace at /tooling that handles setup (Phase A/B) and all operational workflows (Phase C) in one surface.

Custom Plugin Authoring
The /tooling/plugins/author route is a separate business concern from the main workspace. It provides a dedicated authoring surface for creating custom plugins with guided setup, code editors, and validation.
