DockPanelActionList provides the smart-tag for individual DockPanel components in the docking designer. It exposes 7 properties grouped in Docking and Behaviour categories, plus 9 quick-action methods for docking and stacking operations at design time.

All property setters delegate to _designer.SetPanelProperty(...) for change-notification-aware writes.
